Saudi Hotel Staffing Ratios Proposed for 2027: What Employers Should Plan

Saudi hospitality employers have a new workforce-planning proposal to watch. It could connect licensed room inventory, accommodation classification and documented employee records to a minimum staffing calculation.

First: this is a proposal, not an enacted staffing rule

The Ministry of Tourism proposal was reported on 9 August 2026 as a draft for public consultation. That distinction matters. A hotel should not change contracts, publish a compliance claim or represent itself as approved merely because a ratio appeared in a news report. The operational response today is to model the draft, check current employee records and follow the Ministry's final announcement.

How the reported room-based benchmarks are structured

The reported draft separates accommodation classifications rather than applying one figure to every property. Its highest luxury category is reported at three employees per room. Other reported benchmarks step down by class, including four staff for every five rooms at five-star properties, three for every five rooms at four-star properties, two for every five rooms at three-star properties, one for every five rooms at two-star properties, and one for every ten rooms at one-star or unclassified properties. Hostels, heritage hotels, serviced apartments and holiday homes have their own reported treatment.

These figures belong to a proposal under consultation, not a blanket rule that employers should treat as already effective. The report says existing licensed properties could receive up to 180 days to align after a final rule takes effect, while a property moving to a higher classification could receive up to 90 days. It also reports that compliance monitoring and penalties are planned from 1 January 2027, subject to the final approved text and implementation decisions.

Build a property-level workforce model

Start with the licensed property type, current classification and room count. Then separate front office, housekeeping, food and beverage, engineering, security coordination, reservations, sales, finance, procurement and management. A room ratio is a compliance floor in the reported draft; it is not automatically the correct operating roster for occupancy peaks, restaurants, banqueting, laundry, recreation areas or 24-hour engineering cover.

Model base headcount, peak additions, weekly rest, annual leave, sickness relief and opening-phase recruitment separately. Keep employees, outsourced personnel, seasonal staff and seconded workers in distinct records until the final counting rules are confirmed.

Connect staffing data with Ajeer and HR records

The report says verification would rely on Ministry of Human Resources and Social Development data, including workers attached to the establishment file or affiliated operating companies through Ajeer. Employers should reconcile property rosters, contract records, work locations and permit status now. A spreadsheet that does not match the government record may not support a future compliance review.

Plan around tourism localization at the same time

Saudi Arabia is also implementing localization of 41 tourism professions in phases beginning 22 April 2026, followed by 3 January 2027 and 2 January 2028. A property may satisfy a total headcount model and still fail a profession-specific localization requirement. Recruitment plans therefore need two tests: enough documented staff for the property and the correct Saudi participation for covered occupations.

A 30-day employer readiness checklist

Confirm the licensed category and room inventory; export the current establishment roster; identify every worker's employing entity and work location; review Ajeer or approved-platform documentation; map localized job titles; calculate shift relief; record vacancies and realistic lead times; and assign one owner to monitor the consultation outcome. Keep the source date beside every assumption so a later update does not become mixed with an older draft.
